I've only been to one BTC++ event, but it was a great experience (even for a non-dev). Currently trying to figure out how to get myself to Vienna in May...

If you've never checked out the plusplus website, you should have a look. the conference themes for this year look pretty good.

Good question!

#1a: they have a respectable local bitcoin org that organizes events: https://bitcoin-austria.at/en/ - hopefully they'll host a side-event! Keep an eye on that.

#1b: Note that the conference is outside the city center. Take extra days and explore Vienna. It's as culturally exciting as it gets. If you can take more than a few extra days, consider visiting Bratislava too. It's about an hour drive, and extremely nice in early summer.
