Did I understand it right that is is basically a multisig channel between more than 2 users calles "CoinPool" and they off-chain save their transactions with signed hashes and regularly settle on-chain?

The beauty in this idea is in its simplicity imo. Especially when it comes to offline nodes or majority votes for institutions/corporations/etc.

Actually when I think about it, this is brilliant.
