Take Pacific Palisades before the fire as an example:

1. Palisades high school is a charter school. Many if not most of the students don’t live in pacific palisades.
2. Many palisades parents send their kids to private schools
3. The push for affordable housing: one reason is public school enrollment has dropped in affluent areas
