What is not mentioned is that the US cannot refine rare earths at a competitive cost relative to China.
USAs industrial base and infrastructure are so decrepit that it will take Trillions of government subsidies to ever get refining operational in the US and even then it would take a decade at least.
In the meantime USA cannot fight any war of any scale without Chinas support and resumed supply of rare earths for military purposes.
