It is useful indeed. If you are a merchant and you have more income than spend, you need to "empty" those channels to have them ready for the next day.
Splicing is not useful all the time, only sometimes, when you realize that the channel you have open, is too small for your increased volume of payments.
The privacy features of submarine swaps/payments are also very beneficial, as the on-chain payment to the recipient is unrelated to the payer's UTXOs. The receiver only sees a UTXO of the swap provider, and the swap provider has no IP address or other information that could be used to identify the Lightning sender (the payer). You don't get that with a splice.
