sorry, I'm not gonna watch this... but I guess the answer to the question is:
they give you wifi devices and those wifi devices are used to triangulate position?
Two things are discussed:

Apartment buildings bundling internet in the rent price (not optional). The ISP would pay an apartment building owner to do this so people would not have a choice of ISP provider.

He references a technique for using the wifi signal to map a room. Kind of like sonar in the water.
