I had a non-custodial wallet on Phoenix, and the balance was 84472 sats. The only backup was my seed. I erased the wallet. I have tried to re-created my wallet ever on Phoenix, but now it shows 0 as balance.

I would refer to Darth's opinion on this but my guess is along the lines of @jakoyoh629 's answer.
I remember uninstalling my Zeus app a while back for some ridiculous reason and the channels force closed and the funds eventually reappeared onchain, all Kudos to Zeus for contingency plans for retards like me.
Now, Phoenix uses splicing which I believe is different to Zeus but ypur funds maybe forced closed?

I'm sorry this happened to you. I bought a new phone a week ago, and did this exact process. I did make sure that the seed I wrote down was correct before wiping.
My only thought is that one of the words was written down incorrectly? Not trying to accuse you of being careless, but that's the only theory I can come up with. Maybe others have had this issue.

No. Never run same phoenix seed on 2 devices. It will force close instantly.

It shows 0 balance because it detects that you run it on 2 devices. That is a standard procedure when it detects running on 2 devices.
The channel was FC and funds are in your onchain address.
Just use the seed from Phoenix in Electrum and funds are there. Nothing to worry.
If you go to Settings - wallet info you will see the status.
The money is not lost, it's still in your address.
