I may have focused too much on the history rather than just explaining BIP 3 and why it's an improvement to the BIP process. Sadly, I'm a sucker for history.

BIP 3: How does a BIP go from draft to deployed?

Thanks for writing this up. These process BIPs are so meta, so self-referential, it's easy to get lost in the sauce.

The main thing that stands out to me is that the process is minimally restrictive, yet restrictive enough to keep the BIP repo from getting trashy. I also appreciate the simplified state diagram. I found the prior ones confusing.
