Easy to sensationalize this because it's Tik Tok, but I honestly think this could happen to anyone. "Hit someone while talking on the phone", "hit someone while punching in navigation", etc etc
As much as I had a negative first reaction, I don't want to jump to conclusions too much here.

I agree that it's not TikTok per se, but livestreaming while driving (whatever platform) seems a step beyond a momentary distraction from looking at the phone (which is also bad, just less so).
