This happen when the user open the Phoenix app on 2 devices simultaneous. Go to Wallet info and see what is saying. I suggest to restore the seed in Electrum and move the funds elsewhere from there. Then start a new Phoenix node (uninstall / reinstall the app). You can send the onchain funds from Electrum ttko the new created Phienix node and will open a new cbhannel. But I would suggest to se a bigger amount as the 1st deposit so the channel will be bigger.
