If true, does it mean the shutdown is working as intended? The shutdown is the real Doge even though Elon is not a part of it anymore.

It's a very strange headline, because the shutdown is a direct result of "the spending power of Congress".
They chose not to allocate funds to the agencies so the agencies have no funds to spend.
