AxeOS network configuration only allows one Wi-Fi connection at a time, so you would need to change it and restart the device every time.

If you mean the power, you anyway need an adapter to 5V DC (5A/25W), and these are relatively standard.

Can the BitAxe work on and off as in, I drive to work, put it in plug in my company outlet, then come back home, and plug it in again etc.?

Yes, within a limit of 8 blocks worth of work for the total pool, so the window may be smaller or larger than a day depending on how many other people submit to the pool. Also note that it is PPLNS so you get paid when a block gets found, not per day.

If my home and work both have WiFi, will the configurations (where to credit my reward, the pool URL etc.) be persisted across sessions?

Yes, but you may need to re-configure your wifi - I don't remember if BitAxe allows configuration of multiple, auto-connect wifi networks; to my memory it allowed one, but I may be wrong or outdated.

Is it really portable, as in meant to commute around with, so that I can plug it in wherever I see a charging point?

 to be portable but that doesn't mean it isn't. You could hang it on a battery pack and use your phone to tether wifi and make it extremely portable.
