If you mean the power, you anyway need an adapter to 5V DC (5A/25W), and these are relatively standard.

You need a DC adapter that is compatible with the region you live in, yes. The board itself is the same. I gave 2 boards that I bought in Europe away to friends in the US, there are no problems; they just needed to get the correct adapter.

Yes, but you may need to re-configure your wifi - I don't remember if BitAxe allows configuration of multiple, auto-connect wifi networks; to my memory it allowed one, but I may be wrong or outdated.
It's not designed to be portable but that doesn't mean it isn't. You could hang it on a battery pack and use your phone to tether wifi and make it extremely portable.
