I think you are absolutely right about the belt and suspenders approach. Technical safeguards like running your own DNS or using content filters will never replace the role of direct conversation and modeling good habits but they create a strong baseline that makes everything else safer and cleaner.  

The less junk and danger in the stream the more room there is for meaningful engagement.

I used to be surprised how few parents that are savy enough but don't do anything. It's wild.

We have run our own DNS for a very long time. My sons are "adults" now and I still run it. I would run it with no kids. Blocks ads, and many malicious domains. It's no substitute to open dialog and teaching by example but it should be belt and suspenders. Bare minimum
