He didn't know the guy was down. They got tangled up. Maybe he thought the guy landed on him and was trying to get up to run.
None of that is what I saw on the replay. It was funny, but it was surprising that they picked up the flag.
I would have to see it again. It looked bad in real time and then on replay I still thought it was a penalty but I thought maybe he thought the guy wasn't down.
I suppose he may have just been playing through the whistle. You can't just assume a guy has been ruled down.
