So guys, I am looking for a wallet satisfying all these conditions

  • Runs natively on Ubuntu 24.04
  • Secured open source (as usual)
  • Does not depend on Java script, i.e. the recent attack had no impact
  • Supports wallet reconstruction via the BIP 39 backup words

Is there any wallet matching all these?

You ask about hold (cold) wallets or hot (spending) wallets?
