So guys, I am looking for a wallet satisfying all these conditions
  • Runs natively on Ubuntu 24.04
  • Secured open source (as usual)
  • Does not depend on Java script, i.e. the recent attack had no impact
  • Supports wallet reconstruction via the BIP 39 backup words
Is there any wallet matching all these?

You ask about hold (cold) wallets or hot (spending) wallets?
Here is an exampke of cold (hold) wallet that never touch internet
The cold wallets do not have to be connected to internet. You just use their xpub to deposit only as described here:
