It depends on what the FSB knew vs suspected about Biden's (his puppeteers') policy towards Ukraine joining NATO.

3 years ago I felt rather strongly that they (Russians) were acting on a hunch more than fact. With what we know now, I'm not so sure. It's not impossible that someone was scheming.

So no, Biden could not have prevented this. But could someone in that clique have caused it? Wouldn't be crazy.
