Shameless plug: If anyone is interested, I'm working on a related project called electronwall for LND which focuses on creating rules for forwarding HTLCs (or not) and channel open requests. It's different in that regard from circuitbreaker (which is primarily concerned with HTLC jamming) but similar in that it uses the same interface in LND.
