i have no idea, was thinking you could use any LN funds to fund some ccs to paywithmoon. but then again, dont think they work all all merchants outside of US. 

This may be cringe, but an idea is an idea.  Wallets like ZenGo use biometric data to create a key, so theoretically only one wallet per person.  Would that help?  
Or set up payout contracts with food and fuel distributors in BTC direct rather than going direct to each trucker.
