Allowing Bitcoin for international trade is a sign of desperation. Russia clearly doesn't want to give its citizens access to the freedom Bitcoin provides – I personally know Russians who have used Bitcoin in their plans to escape Russia. But they also are desperate to find ways around sanctions. Or at least, the appearance of ways around sanctions – actually transferring money appears to be far from the most important sanction right now. Their much bigger issues are things like the sanctions on providing insurance coverage to tankers carrying Russian origin oil.
