I have a small amount of sats in a lightning wallet that won’t be used for a long time and want to avoid on-chain fees.

If you're going to keep the sats in the LN for such a long time, perhaps the price of the electricity to keep the channel/s open is higher than the on chain fees, unless you keep them on a custodial LN wallet, in which case it doesn't really make sense to keep them off chain, anyways.
