There are central banks in more countries than are shown in this table that certainly hold some bitcoin at this point. They won't publicly share that, ... not yet.
Then there are countries that have seized bitcoin but have not liquidated (e.g., via auction) those funds. Those (e.g., including the U.S.) are not in this list.
BitcoinTreasuries.net shows more than 50K BTC held by the U.S.:
interesting that BitcoinTreasuries only accounts for ~8% of BTC
I wonder where the rest is?
