This smells like a psyop to me.
Pretext for some kind of Executive Order or Legislation.
That, or just a timely tactic to smear bitcoin, maintaining the narrative that bitcoin is associated with terrorism.
But, just like terrorists use TCP/IP, HTTP, and SMTP protocols for their benefit, undoubtedly they will find the bitcoin protocol useful for their needs as well. But nobody is calling for HTTP to be banned (though they tried, when HTTPS was "munitions", and you couldn't even download the version of Mozilla (now Firefox) browser with SSL, when outside the U.S. (back in the day)).
