Whenever anyone pays for a product/service created by Stackerstan, the Sats are streamed directly to Participants in proportion to their Shares.
Is there any mechanism to enforce that?

I'm only just reading through it myself, but yes, it's enforced by the protocol and the implementation. Requires a lot of reading to understand how, but the page about dividendts covers most of it.
