they could and should launch an mvno and try to do e2ee traffic over it. that part is fine, there's probably even a niche in US/west for it.
There would be even more demand in Africa for this kinda thing, and they could afford it.
But they will fail if they try to build out their own network. anyone with half a brain and "actual prior experience" would tell them the same.
