I don't think so. Brahmputra (yarlung in China) is such a homogeneous river system with so much of that this dam would rather protect India and Bangladesh from frequent floods.
Also, the region where it flows in India gets very heavy rainfalls and has many smaller rivers/streams originating inside or near the borders with China are very sufficient to fulfill the needs of the region.
