That's certainly true and presumably the reason there was such a freakout when they said they wanted to strip back to only what's mandated.

Perhaps they freaked out on the idea that the agencies could no longer make new policies beyond what they were given by congress. That really cooked their noodles, apparently. Maybe the deep state’s house of cards is being blown away.

No!! I haven’t seen that one yet!! If so, then the way is open for some serious anti-communist thinning out of the Civil Service and assorted state agencies.
