At first I thought this was sarcasm, but on thinking it over, perhaps he is in earnest.

Low fees do benefit those with tiny UTXOs thus allowing every day people to touch the main chain but once block space gets scarce normal people will be priced out. So I see his point on why it’s bullish.

The return no mining is trending to zero. The lack of adequate fee revenue causes huge miners to be anxious about their future earning potential.
