What an excellent idea — with some refinements and development implementation, it’s perfect, without any need for property laws intervention.
As someone mentioned the DMA here, re-uploaded content will really only benefit the original creator if the uploader sees some advantage in doing so — maybe through a sort of boycott from users who prefer to watch content from uploaders who share sats with the original creators. New content, however, will always belong to the producer who prioritizes posting there. Maybe using hashes could prevent similar content from being uploaded within a certain timeframe, but then we’d be entering censorship territory, and that’s not the goal.
