Do you close a channel with a node that has been offline for months or hope they come back online?

Close it, and you shouldn't wait months. There is nothing bad on closing channels and open news ones.
In my experience also, sometimes I have a node offline, but looking at 1ml and Amboss looks like the node is active, something failed on the Matrix?
Close it and look for new opportunities. Open a bigger node to someone that makes more sense.

It depends on whose node is it, the reasons I opened that channel in the first place, and the needs/wants I might have to use the sats in that channel somewhere else. If at some point I decided to open a channel, I wouldn't just close it just like that.

Availability some of my peers is closely correlated to Russian air strikes in Ukraine. I won't close anything.

Are the sats on your side? If so, close and redeploy the sats. If everything is on their side, it is possible they are a mobile node and only come online to make a payment and then go offline again…so leave it alone. However, it’s possible they are a pleb whose node has bricked and they can’t get their funds, so force close and then funds are eventually returned to them on-chain. Best to see if they have contact info on 1ml or Amboss and reach out. Otherwise you must feel out the situation. To be sure, sats on LN do not like to be idle so I always default to freeing them.
