I still remember when John McCain pulled some stunt where he changed his vote at the last minute without telling any of his colleagues. I think it was a "yes" on Obamacare, or something?

John McCain was a maverick and no one has really been able to fill that role. I would say Fetterman might be the one who could do that but he is also very outspoken and stands full chest behind what he says which in today's day and age means it would likely get out
