For sure! Typically votes that House Leadership knows would fail they never "open the vote" which means is when they officially start voting on a bill. By opening it Speaker Johnson was going to have to either fall in line or explain to the people who elected them why they tanked one of the flagship parts of this Congress.
So it puts pressure on them not only from the people back on in their districts who voted them into office under passing this type of legislation but also from other House Members, Senate Members, and the White House. Pelosi did the same thing in 2021 with President Biden's Build Back Better legislation.
