The most number of squares you can fit into a bigger square or something like that where this is the most you can fit but it looks like it can’t be the correct answer because of how chaotic it looks like

I've paid you the bounty. You were very close. The specifics of this packing: it is the most compact (known) way to fit 17 squares into a larger square.
You can read more about it here. There are many more visually surprising cases in there, too. The above case corresponds to Fig. 12 if I recall well.
