I'm always so hopeful the movements to split up CA. "6 States" was the last big one, right?
Water rights is a really interesting problem. One of my professors had worked on one of the schemes CA used back in the 90's. Ultimately, I think you're right and the answer is to let the interior ag areas be their own states and make their own water rules.
I remember trying to talk to people around here the first time it came up. I think more realize how screwed they are now. Its not corruption but how the system works. Yeah, there is corruption but its obvious more populous areas get their way in any state. When you have multiple cultures under one monopoly government the minority gets marginalized. In this case it isn't about race but rather economic priorities and cultural values.
