That being said, is there some economic theory to go against what makes economic sense (zap low quality content) with the belief of better return in the long term (improved system that decreases the amount of low quality content)? Or it's usually better to adopt cold war dynamics where one side only improves when the other side does?

It makes individual sense to zap low quality content (early) if other stackers are going to zap it and your only aim is sat farming. Stacker News is a Keynesian Beauty Contest, after all. That will definitely make the site worse, though.
I didn't make an airtight case, but I did attempt to address this from a long-run perspective where users value SN for more than the sats they receive.
