Despite the first line of his post, it doesn't sound like Pamplona is going to put up the bounty himself (at least not all of it).
In fact, it is not terribly really clear if he'd be the one fronting this 1btc bounty, although he did say,

It's confusing, but I believe he was attempting to start something that would be funded by the community.
