It's not an outright Strategic Bitcoin Reserve an till now there's no official update from NH state if that's approved.
What HB 302 is actually:
Bill Title: Relative to enabling the state treasury to invest in precious metals and digital assets.
- The bill even does not mention Bitcoin for once.

This says above 500 B which actually for now is only Bitcoin but what if when any sh*tcoin reaches that cap?
