With 1% of the network hashrate, the chance of not finding a block in a week is 0.004%. That’s 51x less likely than getting hit by lightning in a year.
When you put it like that it makes sense. Ocean has around half a percent of the total network hashrate and usually find a block every few days.

And what's most important, miner's still do pay their monthly or bi-weekly energy bills, which is one of the main reasons why they use FPPS.
But ofc, no free lunches. And man, "Free Lunch" that miners are getting with FPPS, sure is expensive!
