Yes, your node your rules. But there is no democratic process in bitcoin. For example, if 70% of nodes enforce taproot, it doesn't mean that the other 30% are forced to do so. A node enforces your consensus rules on transactions concerning you and you only. When someone sends you a tx, your node verifies if it satisfies it's own rules.
