I took a quick look - I didn't see anything in there, about WHY these transactions would have been sanctioned?
Any clues?

Ah, okay, so this is what I see in the press release:
Treasury Targets Large Chinese Network of Illicit Drug Producers
So...I wonder how they "know" that these addresses are associated with this network.
OFAC sanctions which I understand to mean these transactions are connected to parties on the OFAC sanctions list.
