Are we training our kids for authoritarianism through belief in Santa? You can be naughty or nice. There is a list — doubly checked. The list says who gets benefits and who gets punishments.
And, especially, you have to believe in the man at the literal top of the world who can enter every home.

when one person or group has all the power, controls everyone and limits freedom or choice.

I'm not exactly sure, as you don't have to obey Santa. Although he is basically the mascot for a religious holiday, which is of course authoritarian by nature. I guess Santa is like the Joe Camel or Ronald Mcdonald of authoritarianism at the very least..
