Horse and the gun are for peer to peer transaction through an attached wallet. SN is trying to encourage stackers to attach their own wallets instead of using the custodial wallet. The horse is for zaps received p2p in an attached wallet and the gun is for zaps sent p2p from an attached wallet. Thresholds are fairly high compared to the hat. You need to send and receive 1000 sats p2p to maintain the horse and the gun.

Ive found getting a gun pretty inconsistent. Like I've zapped 1,000 before from an attached wallet and not gotten a gun. Does the recipient also need to have an attached wallet for me to get the gun?

Yes. It has to be peer to peer. If you are zapping someone with a custodial wallet it doesn't count. The horse is hard to maintain. Best I have done is 11 days with the horse. You don't have much control over who is zapping you and whether they are zapping from SN wallet or attached.
