Its one confirmation every 10 minutes on average Sometimes its an hour, sometimes its like 15 seconds, but the average is 10 minutes and if its more or less the difficulty will adjust.

Theoretically A miner or group of miners is hashing faster than the difficulty adjustment constricts. Up to two weeks this may happen and then the difficulty will get harder if the average time is less than 10 minutes.
I'm not a miner but that's what my study has led me to believe.
