- if any gov will shut down internet that means they can't control you anymore.
- just 3days without internet and you will be already in a madmax world, you will be killed on the street for a bottle of water.

Well, so far there are satellites, radio wave but of course you need some infrastructure. In many case it was always some nerds and anon that setups at least some kind of infra in war-zones.
