Love stacker news… but… having no downvote mechanism, means numnuts will get rewarded for expressing extreme views, with balanced thoughtful discussions losing out. There is no incentive to be balanced.

There is no way to reduce sats. That's not how bitcoin works. It would be pulling money out of someone's wallet. Theft.

If you look in the faq at the bottom of the page, you'll see how it works. Here's what it says
How Do I Flag Content I Don't Like?
If you see content you don't like, you can click the ... next to the post or comment to flag it. This is a form of negative feedback that helps Stacker News decide which content should be visible on the site.
It costs 1 sat to flag content, and doing so doesn't affect your trust or the trust of the user who posted the content. Instead, it simply lowers the visibility of the specific item for all users on Tenderfoot mode.
If an item gets flagged by users with enough combined trust, it is outlawed and hidden from view for users on Tenderfoot mode. If you wish to see this flagged content without any modifications, you can enable Wild West mode in your settings.
What Is Tenderfoot Mode?
Tenderfoot mode hides or lowers the visibility of flagged content on Stacker News. This is the default setting for all users.
What Is Wild West Mode?
Wild West mode allows you to see all content on Stacker News, including content that has been flagged by users.
This unfiltered view doesn't modify the visibility of items on Stacker News based on negative feedback from users.
You can enable Wild West mode in your settings panel.

I have a faint memory of reading something - an extension or a proposition? - that would let you downvote.
As someone else pointed out, you can't "draw" sats out of an account (also an obvious way to just get sats - downvote everything), and thus, "downvotes" in that mechanism would allocate those sats to another wallet, like a "donation" wallet . But again, if it was to the page, that would now incentivize the wallet this went to post or support to post controversial or bad content - it would gain from it.
There's really no good way. Also, "0 upvotes" is of course also a signal. I think what you're really noticing is that there is no way to balance out -controversial- content. But I'm not sure I'd want that; real pluralism means that I also want to read the things from people I disagree with, I don't want those drowned out/censored/deleted.

If someone gets rewarded for a certain view they’ve expressed, how exactly do you come to the conclusion that what they’ve said is ‘extreme’ ? seems like you’re saying that if you personally don’t agree with a post, then nobody else should be allowed to see it. Ironically, it sounds pretty extreme to assume there should be a way for you to Mother Hen the rest of us.
