Is this that wallet that was mentioned a while back that has a sort of feature that sends your balance to your loved ones if you don't make a transaction every so often?

I think so.
The idea is that you can have a multi-sig that expires after some time.
It does not really send it to your loved ones, it allows them to spend it after a time.
This is just one of many usecases. :)
