Now, sphinx chat is built on Lightning. But it's not a protocol like Nostr, it's an app.
Will an open protocol that is used for communication be built on Lightning possible? Third party applications can use this protocol to chat, stream, etc. And is it necessary to build a protocal like this?

Lightning is a payments protocol, using it as a messaging protocol will hurt the payment protocol. There's no reason to do messaging over lightning besides trying to get buzz words in your application.
