I think was BIP 148 (UASF).Here you have some details about BIP148

Clearly the BIP that established the 21M coin limit, BIP42 ;)
Wait, what? Satoshi originally programmed for unlimited coins?
Yeah, the halving was implemented as a bitshift that would happen every 210,000 blocks, but after 64 shifts, it would start over and issue a whole ’nother 21M coins—every ~256 years. Now it stops after one issuance. ;)
