It seems someone inscribed an NFT to the blockchain and paid 3/4 of a bitcoin in fees to get it to occupy almost the whole block.

If I know the tx id or block, how can I find what inscription it was?

Saying "paid $18k in fees" show us that you still have a lot to learn about Bitcoin.
That tx paid 75M sats not $$$$ dollars.
Over Bitcoin network you are NOT transferring dollars but only sats.
Stop thinking in fiat, Bitcoin is only about sats.

Anyway, when all prices will be denominated in sats I agree we will not need to mention the $$ value at all.
