Yes it does. Collars can't be too loose. Yesterday the dog boarders put one of our dog's collars on too loosely and she slipped out of it, on a busy parking lot near a major highway. Scared the hell out of me. Luckily she responds well to her name and came running to me.

Yes, they are safer. The only problem with them is if you have a large, powerful dog the human at the other end of the leash is merely a passenger along for a ride!

True. I had a boxer with one of those collars, and what I did was get a really short leash so I could hold on better.

These dudes are BIG.
I live in the Canary Islands, and you will encounter them (usually protecting the fig trees on a country finca).
They are on the Canarias flag too.
