Yes, that is also my understanding. Tax incentives are not "redirecting your savings for you."
I couldn't find the post, but I remember talking to @GhostofTruth about this, and I got the impression it wasn't mandatory. It would be a complete joke if it were. To my ignorant mind, there's nothing dramatic about this.
They operate like this: first its voluntarily. Then they start with a 'social' contribution of a small amount and grow it. Its a trap
